From the galaxy view you can see if a system is completely conquered. So I'm waging a vassalization war rn and I can't win due to a whopping -270 "demanding unoccupied system" penalty in the negotations, but I've occupied every one of his systems. Outside of total wars, where you know the enemy has planets in a system if it doesn't flip to your side as soon as you take the station, I know of two ways to find planets.
